This is the story line for The Council written from before it’s time to the very end.

You meet Operator

The operator is the group of entities that are responsible for the creation of everything in the council. They are “God” in a sense, or evolution. Many years ago they were bored. They are known between themselves and their creators for being inventive. An issue is that they require millions of years of rest between creations.
It was agreed that the operator would hold a contest to see who had the strongest abilities. They tasked themselves with creating not just copies of themselves but rather a self sustaining system. One of them in particular, our operator, created the following:
Space, time, and the soul.

The operator created the soul in his image. They were all given the ability to create, just as he had. Testing soon had shown that the whole system went haywire and they had to be limited.
